Abstract

This article examines the formation and implementation of social protection policy in Uzbekistan during the early years of independence, focusing on the case of Navoi Region. It explores measures aimed at supporting socially vulnerable groups during the transition to a market economy, providing financial assistance to low-income families, and introducing benefits for persons with disabilities, pensioners, war veterans, and large families. Based on archival documents, the article also analyzes reforms in social welfare, employment, education, and healthcare, as well as the challenges encountered in their implementation.
